Research shows management practices in hospitals are related to clinical outcomes, financial performance, and competition in the market. The Census Bureau tested proposed content for a Management and Organizational Practices Survey-Hospitals (MOPS-HP) during the summer of 2018. This process helps ensure quality standards are met prior to fielding it with respondents. The proposed content is adapted from the MOPS, which has been conducted twice in manufacturing by the Census Bureau. Some proposed questions are also related to those asked of manufacturers and hospitals in the World Management Survey. In this presentation, we will summarize the existing literature on the relationship between a hospital's management practices and its clinical and financial performance. We will also describe the testing process including recruiting hospitals and interviewing respondents. In addition, we will present details on questions that are adapted from the MOPS, such as those on monitoring key performance indicators and achieving goals. Lastly, we will describe additional questions, including those asking about the management of team interactions and meetings to discuss clinical outcomes, staffing and human resource allocations, the development and use of standardized clinical protocols, and medical record documentation.
